The grounds for a deferment from conscription during mobilization are listed exhaustively in art. 23 of the Law "On Mobilization Preparation and Mobilization". Among the most common:
- students, PhD and doctoral candidates in full-time (and dual) study who are progressing through education sequentially (without lowering the level) — status is verified via the education register (ЄДЕБО);
- parents of many children — three or more minor children;
- people raising a child alone, or with a child with a disability;
- persons with a disability and those temporarily unfit for health reasons;
- those caring for a close person with a group I–II disability or a seriously ill relative;
- certain categories of civil servants, MPs, judges, etc.
Each ground has its own conditions and documents — check the current list (Annex 5 to the Procedure approved by CMU Resolution No. 560).
How to apply: Reserv+
Since 1 November 2025 a number of deferments (students, persons with disabilities, parents of many children and others) can be applied for online in the Reserv+ app: next to your name on the "Reserv ID" home screen tap "…" → "Submit a deferment request" → "Start", choose the ground, check and confirm your data and submit. The data is cross-checked against state registers (ЄДЕБО, the Pension Fund, etc.) automatically.
How to apply: administrative-service centre or ТЦК
If automatic processing is unavailable, submit an application with supporting documents to an administrative-service centre (ЦНАП) (accepting since 01.11.2025) or to your ТЦК та СП. Documents must be originals or duly certified copies; in the application, cite the specific paragraph of art. 23 and list the annexes.
Reservation (bronn) is different
Reservation of those liable for service during mobilization is a separate mechanism for employees of critically important enterprises; it is arranged by the employer (via the Diia portal), not by the employee. It is not the same as a deferment based on personal circumstances.
