What it is

eRecovery is a state programme of compensation for housing damaged or destroyed as a result of hostilities, acts of terrorism or martial-law emergencies. The legal basis is Law No. 2923-IX, and the procedure is set by Cabinet of Ministers Resolution No. 381.

Two types of compensation

  • Damaged housing — repair funds credited to a special "eRecovery card". The amount depends on the extent of the damage (per a checklist and a formula).
  • Destroyed housing (beyond repair) — a housing certificate (electronic, in Diia) to buy new housing on the primary or secondary market in any region; for a private house, a cash payment to rebuild on your own plot is also possible.

How to apply (steps)

  1. Make sure the housing is registered in the State Register of Property Rights.
  2. Submit an information notice about the damaged/destroyed property — via Diia, an administrative-service centre (ЦНАП) or a notary.
  3. Submit the compensation application (the same way).
  4. The community commission inspects the property (survey, photos, report), determines the amount and issues a decision — usually within 30 days.
  5. Disbursement: for damaged housing — to the eRecovery card; for destroyed housing — a housing certificate appears in Diia.

Housing certificate: how to use it

Once you have found housing and agreed with the seller, reserve the funds in Diia — you then have 30 days to conclude the purchase agreement at a notary. For destroyed housing, co-owners must renounce ownership of the destroyed property.
