eOselia is a state affordable-mortgage programme (operator — Ukrfinzhytlo) that lets you buy housing at a preferential rate. Applications are submitted online only, via Diia, and the loan is issued by one of the partner banks.
Who gets 3% or 7%
- 3% (first 10 years; 6% thereafter): military personnel, medics, teachers, scientists, police, rescuers, and — from 17 July 2026 — also veterans and families of fallen defenders.
- 7% (first 10 years; 10% thereafter): IDPs, and citizens who do not own housing or own housing below the set norm.
Key conditions (2026)
- borrower's age — 18 to 70 (at the date of full repayment);
- down payment — from 20% (10% for young people up to 25);
- loan term — up to 20 years;
- floor-area norms depend on family size; the maximum is about 115.5 m² for an apartment and 125.5 m² for a house (for the programme, children count as family members up to age 21);
- the property must be commissioned, free of encumbrances and pass valuation;
- for certain IDP categories the down payment can be covered by a housing voucher.
How to apply
- Check that you meet the criteria (a preliminary check is available on the operator's site).
- In Diia: Services → eOselia → application, state your category, income and family size.
- Select several banks for review and sign the application with Diia.Signature (free of charge).
- After preliminary approval, pick one bank, find a property (usually within 30 days) and pass the final check.
- Sign the agreements (loan, purchase, mortgage, insurance) at the bank and the notary.
